An Unusual Effect That You Must See

This effect can be accomplished with a simple little Photoshop Plug-in from Redfield called Fractalius.

I shall add the info into the article. It’s a pretty new plugin released in July.
The July 2009 date is for the latest version 1.5. My 1.02 version dates back to October 2007.
